INARES is a Brazilian social organization dedicated to generating value in public health. Its mission is to enhance SUS management through a health key performance indicator system (H KPI - Health Key Performance Indicator), providing precise answers to the system’s most critical questions.
Headquartered in Brasília, INARES is affiliated with the International Organization for Health Results, based in Setúbal, Portugal. This global entity coordinates health indicator systems across more than 40 countries with public and universal healthcare systems.

INARES Index
– A Strategic Public Health Tool
The INARES Index (i-INARES) is an innovative tool that measures the real impact of healthcare services on citizens’ lives. Based on five key evaluation areas—Readmissions, Primary Healthcare (APS), Urgent and Emergency Care, Epidemics, and Specialized Care—the index enables healthcare managers to identify failures, drive improvements, and assess the efficiency of public health policies.
Our STEP model evaluates municipalities at three levels: basic, intermediate, and ideal. This progressive approach helps identify gaps in healthcare services and provides clear strategies to achieve excellence in public health.

The i-INARES is a mathematical index that assesses municipal public health performance, going beyond conventional statistics. It not only measures completed medical services but also those that did not occur, providing a more accurate reflection of the population’s healthcare reality.

Using a progressive scale (STEP 1, 2, and 3), municipalities can track their development and implement improvements to achieve higher standards of service and efficiency.
